This is a vintage ARP firemans axe, most likely a Chillington Arpax, used by civil defence crews during the Blitz. 

Designed for rescue work, it features a chopping blade, a piercing spike for breaking through rubble, and an insulated handle to protect against live electrical cables.

Tools like this were carried into bombed-out streets, helping save lives when every second counted.
